I said this before and ima say it again bc I am TIYURD of y’all: Yes, Somalis and Sudanese people are considered Arab. Post 20th century, the word 'Arab' started referring to people who could speak Arabic, live in an Arabic speaking country, and follow the traditions or are aware of the mannerisms, customs, and systems of the culture. But there are different definitions, in Islam the Quran doesn't really define who an Arab is. Others determine their Arab status by ethnic identity. You're right that 'Arab' doesn't refer to a particular race but nevertheless people still use it to determine their status, too. Somalis, Sudanese, and Ethiopians are considered 'dark skinned Arabs'. Now, Iran and Turkey aren't considered Arab countries because their primary languages are Farsi and Turkish, and not Arabic.
Personally though, I don't like identifying with the Arabs. They are rude, disgusting, selfish, and on top of that have never accepted us as being a part of them. And if you are not going to accept me, then hell, not like I wanted to associate myself with you guys in the first place. Also, ethnically speaking and in the big context, us Sudanese are mainly African and not Arab. The 'African' still dominates, the Arab in us were outsiders that came, settled, and assimilated into the Sudanese African ethnic pool and as a result made us Afro-Arab. Culturally speaking though, we're more Arab than African thanks to Arabization.
Edit: Ethiopians & Somalis can be considered Semitic and not even Arab, modern day “Arabs” are people who’ve been Arabized, they never were. 2000 years ago, just like Sudan, the majority of the Arab world today wasnt speaking Arabic. Egyptians were speaking Coptic, the Maghreb was speaking Berber, the Levant were speaking Latin, Aramaic, & Greek with only the Hejaz & Najd regions of Saudia and Yemen speaking early Arabic.
