They cap the cell with wax while they pupate. She's chewing the wax away to emerge.
Bees start as an egg, then grow in to a larvae, then pupate and emerge as a full grown bee.

Bees need to forage for both pollen and nectar. So, what’s the difference?
Nectar is a sugar-rich, high energy syrup produced by plants to attract pollinators. It’s a source of energy and the origin of the sugars in honey.
Pollen is a powdery substance containing the reproductive material of the plant. It’s high in protein, carbohydrates and various nutrients and is used by bees in numerous ways to feed the hive.
Some plant varieties supply either pollen or nectar, and some plants provide both.
While wattle flowers produce no nectar (its nectaries, or nectar stores, are located on the leaves), they are pollen-rich. Note the #pollenpants on the lovely girl in this photo.
